Prepare Resolution and Size, Not “Government Approval”

The Passport Photo DPI Converter should help users perform image-size math and prepare an image for printing or submission. It should not claim that an image is approved by a passport office, meets biometric rules, or is guaranteed to be accepted.

Passport and identity-photo requirements differ by authority and application channel. Physical size is only one part of compliance. Head size, facial position, background, expression, lighting, recency, file format, compression, file size and editing rules can all matter.

The tool’s role is narrow and useful: convert a verified physical size into pixel dimensions at a chosen PPI, help users crop to the correct aspect ratio, and clearly remind them to check the current official requirements for their exact application.

Physical Photo Size vs Pixel Dimensions

A physical photo size such as 35 × 45 mm does not identify a single pixel size by itself. Pixel dimensions depend on the intended sampling density.

At 300 PPI:

  • 35 mm ≈ 1.378 inches
  • 45 mm ≈ 1.772 inches
  • width ≈ 413 pixels
  • height ≈ 531 pixels

At 600 PPI:

  • width ≈ 827 pixels
  • height ≈ 1063 pixels

These are calculation results, not universal passport requirements.

Why 35 × 45 mm Is Common but Not Universal

The UK’s current printed passport photo guidance uses 45 mm high × 35 mm wide photographs. That makes 35 × 45 mm an important preset, but it must not be presented as a worldwide standard.

Canada, for example, currently specifies passport photos that are 50 mm wide × 70 mm high. The United States uses 2 × 2 inch printed passport photos for paper applications. These examples show exactly why the tool should offer presets as conveniences while requiring the user to verify the relevant authority.

2 × 2 Inch Passport Photos

The U.S. Department of State currently specifies 2 × 2 inch printed passport photos for paper passport applications. For some U.S. visa workflows involving a scanned existing photo, official guidance also references scanning a 2 × 2 inch photo at 300 pixels per inch, which gives 600 × 600 pixels.

However, online passport renewal has its own digital upload workflow and current accepted file requirements. Users should follow the instructions for the application path they are actually using rather than forcing every U.S. photo into one generic rule.

How 300 PPI Changes Pixel Requirements

Use:

Rounding must be explained because metric conversions rarely land on exact whole pixels.

What 600 PPI Changes

At the same physical dimensions, 600 PPI doubles the pixel count on each axis compared with 300 PPI. That means four times as many total pixels.

A 2 × 2 inch image becomes 1200 × 1200 pixels. A 35 × 45 mm image is approximately 827 × 1063 pixels.

Do not tell users to choose 600 simply because the number is higher. Use it only when the destination workflow requests it or when a high-sampling print/scanning workflow has a real reason for it.

Crop Ratio Comes Before Density

The crop must match the required shape. A 35 × 45 mm photo has a 7:9 ratio. A 2 × 2 inch photo is square.

If the source image is 4:3 and you need a 7:9 crop, some pixels must be removed. That reduces the usable pixel dimensions. Calculate final PPI after cropping, not from the uncropped camera file.

A good tool should show a crop frame, preserve proportions and warn when the remaining pixels fall below the selected target.

DPI Does Not Determine Biometric Compliance

Density alone cannot determine whether the photo meets identity rules. A technically “300 DPI” file can still fail because of:

  • incorrect head size
  • incorrect eye or face position
  • shadows
  • unsuitable background
  • closed eyes or expression
  • glasses where prohibited
  • digital alteration
  • excessive compression
  • an old photo
  • wrong file format or size
  • a rule specific to the authority

The converter should never present a green “passport approved” badge based only on DPI and dimensions.

Current Official Examples

United States

The U.S. Department of State states that printed passport photos are 2 × 2 inches, with additional requirements for head size, recency, background and appearance. Its current online renewal guidance also has separate digital-upload requirements.

United Kingdom

Current GOV.UK printed-photo guidance specifies 45 mm high × 35 mm wide and also defines the acceptable size of the person’s image within the photograph.

Canada

Current Government of Canada passport guidance specifies 50 mm wide × 70 mm high, with additional face-size and professional-photo requirements.

These should be presented as examples of variation, not as a complete country database unless the site later builds and maintains one from official sources.

A Safer Passport Photo Workflow

  1. Open the official passport, visa or ID guidance for your authority.
  2. Confirm whether you need a printed photo or digital upload.
  3. Confirm the required physical dimensions or digital pixel rules.
  4. Confirm head positioning and other biometric/photo-composition rules.
  5. Enter the verified dimensions into the converter.
  6. Crop the image to the required ratio without stretching it.
  7. Check whether enough source pixels remain.
  8. Resample only if necessary and understand its limits.
  9. Export in the accepted format.
  10. Recheck the current official submission instructions before applying.

Printed Photo Rules and Digital Upload Rules Are Separate

A printed photograph can be specified in millimeters or inches, while an online application can define a pixel range, aspect ratio, file format and maximum file size instead.

Do not convert one set of instructions into the other unless the authority explicitly connects them.

For example, knowing that a printed photograph is 35 × 45 mm is enough to calculate a raster for printing at a chosen PPI. It does not prove that the same agency wants a 414 × 532 pixel upload.

The tool interface should therefore ask what the user is preparing:

  • a printed photograph
  • a digital upload
  • a custom ID photo workflow

For a digital upload, an official pixel specification should take priority over a generic DPI preset.

Rounding, Cropping and Final Verification

Millimeter conversions often produce fractional pixel dimensions. The interface should show the exact calculation and the rounded output instead of hiding the rounding.

If the goal is to avoid falling below a target sampling density, rounding upward can be sensible. If an authority publishes exact pixel dimensions, use those exact dimensions instead.

The crop should also be finalized before the last resize. A correct outer size does not rescue incorrect framing.

After export, verify:

  1. final pixel dimensions
  2. physical density metadata if the workflow requires it
  3. aspect ratio
  4. visible crop and facial framing
  5. file format and file size
  6. the current official non-resolution rules

That last verification is essential because the converter prepares dimensions, not eligibility.
